Unfortunately, it is impossible to verify these figures or see similar figures for Ukraine, let alone compare them taking into account the size and demographic composition of the population of both countries. It seems that "Busification" on the street is the only working method of coercion today, thanks to which the army has enough recruits to hold the front. The authorities, led by the president, are not implementing other mobilization tools; army reforms are stalling, volunteers are virtually non-existent, the war drags on, the ranks of defenders are thinning, and the enemy is pressing hard.

At the same time, forced mobilization is giving rise to an increasing number of "gray areas": on one hand, there is arbitrary conduct and corruption within mobilization centers, while on the other, there is the ingenuity of draft dodgers. As a result, aggression and tension are mounting in society—feelings that the enemy is actively stoking.

Courts take varying approaches to conflicts surrounding mobilization. In some instances, individuals are prosecuted for assaulting military personnel, while in others, courts order law enforcement to investigate potential misconduct by mobilization center staff.

Journalists analyzed criminal proceedings listed in the Unified State Register of Court Decisions that mention mobilization centers. They examined cases involving assaults, beatings, unlawful detention, and bribery.

There are far more news reports about conflicts and attacks involving mobilization center staff than there are actual court cases. The analysis indicates that only about one in ten high-profile incidents of this nature results in a court ruling or verdict appearing in the registry. Since information enters the registry only when criminal case materials reach the court, and the police do not provide information regarding investigations, there are no figures on the number of such cases.

Furthermore, in most cases, representatives of mobilization centers who are victims of attacks often do not report the incidents to the police. This may be because they themselves were acting illegally, and it remains unclear who would face harsher punishment following an investigation.

Between 2022 and August 2025, journalists identified at least 25 official reports from law enforcement regarding the deaths of men liable for military service shortly after their detention by mobilization center personnel, as well as 12 cases where the death was directly linked to the actions of these centers. The absence of court rulings in these matters may be due to ongoing pre-trial investigations or court proceedings. In the court registry, they found only one ruling requiring a proper investigation into the death of the deceased after being in a mobilization center. Police do not provide information on such cases. A similar situation exists regarding incidents of beatings.

Court cases reveal the emergence of a market for corrupt services linked to forced mobilization. The registry contains 131 cases involving bribery at mobilization centers and medical commissions, covering issues such as removal from wanted lists, certifications of unfitness based on fabricated grounds, and unauthorized alterations to the registry of persons liable for military service. Twenty verdicts have already been handed down.

The registry also contains 286 cases concerning unlawful detention. The term unlawful detention (Article 146 of the Criminal Code of Ukraine) appears frequently, yet different courts interpret it in various ways. One approach holds that this is not unlawful detention, but mobilization. In other instances, courts agree that holding a person in captivity against their will is unlawful.

This problem would be easily solved if mobilization centers operated within the framework of current legislation, according to which they only have the right to serve a summons to a person during notification events, or to amend the legislation and finally provide official permission for mobilization center employees to detain and beat people, hold them in captivity, and if necessary, kill them. After all, for the time being, only the police have the authority to forcibly bring potential recruits to mobilization centers, but there must be a clear legal basis for doing so.

When people are “busified” without following all required procedures, it is difficult to distinguish between the legal delivery of a recruit and criminal kidnapping. Criminals can also exploit this chaos by kidnapping people while posing as mobilization centers personnel. It is also important to remember that many court decisions that are not in favor of the state are simply hidden. The 35-minute film alleged that an official in prosecutor-general Ruslan Kravchenko’s office protected a call centre network defrauding Europeans. As its view count surged towards 1mn and the press piled on, Kravchenko was left with little choice but to resign. The film came from a painfully familiar source for Ukrainian politicians: the National Anti-Corruption Bureau (Nabu). The agency, founded in 2015, has become a major force in Ukraine’s politics over the past year, ruthlessly taking down figures close to President Volodymyr Zelensky and fighting off efforts to defang it. NABUs work has had an undeniable political impact, analysts and officials say, from deepening a longstanding deficit of experienced senior officials to slowing down parliamentary work as skittish MPs fear being the next target. The investigations into Zelensky’s inner circle are generally believed to have diminished his re-election chances. Over its ten years of operation, the NABU has significantly strengthened its influence on the Ukrainian system of government. Зробив я цю річ і хочу поділитись фото ))
Розібравши маркер витягнув з нього нутрощі та стержень на місце стержня заштовхав в середину винт діаметром 5мм. , але перед цим я заточив кінчик винта на невеличкому точильному верстаті та припаяв до нього провід , щоб винт не рухався зафіксував його в маркері за допомогою суперклею , на оголену частину одягнув термоусадку і зробив так щоб було видно тільки сам загостений кінчик .
Заштовхати в середину керамічний резистор було не складно і щоб він легше зайшов то його вугли можна трохи зточити придавши резистору округлу форму .
Для неонової лампочки в маркері зробив невеличкий отвір та розмістив лампочку в середині навпроти отвору а щоб вона не рухалась то в отвір залив трішки прозорого термоклею , вийшло щось схоже на маленьке віконце .
