People's deputy Andriy Osadchuk said that the parliament granted mobilization centers "a lot of powers." Article 3 of the Constitution, which deals with the value of life and human dignity in the country, may need to be printed and hung on the wall in each mobilization center.
Not a single representative of the mobilization center or the Ministry of Defense came to the meeting of the Verkhovna Rada, which was supposed to consider alleged cases of violations in the mobilization process. People's deputy (Voice), first deputy chairman of the Verkhovna Rada committee on law enforcement Andriy Osadchuk told about this on Radio Svoboda.
According to him, the meeting planned to comprehensively consider scandalous cases with possible violations of human rights in the work of mobilization centers, which the public learned about.

This is about 50,000 per year. And how many complaints are received by courts and law enforcement agencies?
I watched the round table on ensuring respect for human rights under martial law where my colleagues shared their recent experiences.
https://www.youtube.com/watch?v=abU5ld2pl_8They confirm a large number of violations of procedures and complete irresponsibility. Moreover, a lawyer who does not have documents exempting him from military service may be mobilized to make his work impossible and as a means of influencing him. The right to defense is an integral part of the right to a fair trial without which the rule of law is impossible.
But the situation is made much worse by the fact that a person who was illegally mobilized or a medical opinion on fitness for service is contested, is also limited in access to justice. On the one hand, he cannot physically go to court while in the army, where he is immediately sent, and on the other hand, statistics were cited that, for example, in one of the district courts of Kyiv in 2023, there were only 19 judges, who on average had to consider more than 4,000 cases every. Due to the increase in cases of violations of rights and the increase in the amount of fines, the number of lawsuits will increase many times, which will lead to a collapse in the courts.
Also, any case lost in court due to non-compliance by state representatives with the procedure will result in the imposition of costs related to the consideration of the case, which will cause financial losses to the state. That is, the state spends money on the maintenance of its employees who break the law, which leads to the illegal mobilization of the unfit, on whom money is also spent without the desired effect, who complain to a court funded by the state, which also has to reimburse all related costs. The state also loses such soldiers. Can someone explain what is the meaning of this for the state?
Again, the problem of the fact that the number of conflicts is increasing due to the fact that soldiers with PTSD are hunting people, instead of being treated, was discussed. Add to this the lack of knowledge or ignorance of the law on both sides and the general low level of legal culture of the population and you see the Soviet Union at its worst. Of course, people refuse to obey laws when they see that the government itself is not going to obey them. It destroys social order.
Obviously such "mobilization" achieves the opposite effect - the sick and those who do not want to fight are sent to the front, which reduces the country's defense capability. As representatives of medical commissions say informally, after a large number of forged documents were issued to healthy people for bribes, they cannot recognize patients as sick, as this immediately attracts the attention of law enforcement agencies, which consider each such document suspicious. It is easier for them to recognize a sick person as healthy and send them to the front, from which they will not return, than to prove to the law enforcement officers that they have acted according to the law. As I have already said, the appeal of illegal actions does not stop the mobilization.
The main argument of the government and its supporters, which justify all this, is that human rights are suspended due to exceptional circumstances. Due to the same exceptional circumstances, democracy in general is also on pause due to the absence of elections. Due to these same exceptional circumstances, people have been turned into lawless slaves. It seems that war can justify everything.
Today is the day of the Constitution of Ukraine, but I would rather call it a memorial service, because the authorities raped and killed most of the rights and freedoms enshrined in it. I am reminded of the USSR (Stalin) Constitution of 1936, which enshrined rights and freedoms that were never implemented, and people were killed by the millions in camps in Siberia...
