I think the Politico article is spot on. Will Biden step out of his timid, incremental approach in the last few months of his presidency? Perhaps, but if he didn’t see fit to do it all this time then I fail to see what would suddenly convince him to change. I doubt he will.

Zelensky's visit is so poorly timed. This isn't a time when a president is going to risk a global crisis, in return for who-knows-what. He should be visiting after the November election.

Apparently, after the elections, another plan will be implemented, in which Zelensky will not be at all.

Today, for the first time since I started working, I feel rested. The smog in the morning was insignificant and I rode my bike, then talked with Colin G3ZAF. First, a short QSO on the air, then an hour and a half continued on Zoom. It is difficult to describe how happy I am to be able to no longer experience a language barrier in communicating with people around the world! Then Sergiy came to me and we changed the coolant in his car. He also noted that there were more cars with Kharkiv license plates on the roads. To which I asked, where else would they go?

Unfortunately, the russians continue to shell Kharksv every day. https://gordonua.com/ukr/news/military-actions/unochi-okupanti-obstriljali-tsentr-kharkova-postrazhdalo-15-ljudej-odin-iz-prilotiv-buv-bilja-likarni-foto-1719643.html

Also today there were many striking videos of explosions at military warehouses in russia. The authorities say that one of them was storing missiles brought from North Korea. In any case, the more russian weapons are destroyed on their territory, the less of them will hit Ukraine. One of these large warehouses is located near Tikhoretsk, a small town in the Krasnodar region in southwestern russia.

This area was populated mainly by Ukrainians and spoke Ukrainian a hundred years ago. More than 10 years ago I was traveling there and seeing a large antenna, I stopped by and met a local radio amateur. How everything has changed...

Also, the drones of the Security Service of Ukraine hit the infrastructure of the Shaykovka military airfield in the Kaluga region, where TU-22M strategic aircraft are stationed, which regularly fire at Ukraine. https://www.ukrinform.ua/rubric-ato/3908083-droni-sbu-urazili-infrastrukturu-vijskovogo-aerodromu-sajkovka-u-rosii-dzerelo.html

The President of Ukraine, Volodymyr Zelensky, signed the law on increasing defense spending in the 2024 budget. This is more than 10 billion dollars. This set a new record for expenditures for Ukraine - almost 91 billion dollars, which is 2.3 times more than the budget before the start of a full-scale war.

The Cabinet of Ministers proposes the possibility of privatization of state universities and their property. https://sud.ua/uk/news/ukraine/310991-kabmin-predlagaet-nachat-rasprodazhu-gosudarstvennykh-universitetov-i-ikh-imuschestva.

Previously, there were many scandals due to the illegal alienation of land of state universities, on which houses or offices were then built. Considering the decrease in the number of future students, this will not be a big problem, but it will give the authorities the opportunity to get some more money from the sale and reduce the expenses for their maintenance.

The Ukrainian proverb is confirmed again: Why are we poor? Because we are illiterate. Why are we illiterate? Because we are poor.

Indeed, and it seems desperate to have something agreed to now. Perhaps he fears that neither candidate would be as supportive as Biden. Or, as Wlad suggested, Z. might not have much more time to act on this stage.

The weather continues to be wonderful and I continue to ignore the air raid alarms at night these last few days, preferring to sleep more. I get very tired at work, which is really interesting and I always want to do this and that and something else.

Today I made one work appointment near the hospital and, combining work with personal, I finally visited the doctor. He looked at the results of the tests, asked about how I was feeling and concluded that my condition was better than he expected, but left the medication unchanged because I still had rhythm problems. The next appointment is before the New Year, and I will have to take the pills for at least another year and a half. He also said to take vitamins. I agree with this, especially considering the recent leg cramp that I suffered from for half the night the day before yesterday.

The hospital is located near a place where several rockets hit in the summer and there are still piles of garbage and burnt buildings. Otherwise, it is difficult to say that there is a war in Kyiv.

But in Kharkiv today there is new destruction and casualties due to air strikes. Aircraft bombs cannot be shot down by air defense and are extremely inaccurate. Although it is impossible to say with certainty where the russian terrorists are aiming. https://suspilne.media/kharkiv/843411-u-harkovi-vdruge-za-den-prolunali-vibuhi-povitrani-sili-poperedzali-pro-nebezpeku-aviabomb/

However, civilian casualties have not stopped anyone from bombing cities for a long time. As hospitals across Lebanon struggle to cope with the sheer number of casualties from yesterday’s widespread Israeli air strikes, the Lebanese health minister has said what happened in his country was “carnage”. Dr Firas Abiad told me it was “clear” that many victims of the attacks were civilians, including children and women, who were in their homes doing “normal things”. https://www.bbc.com/news/live/c5y32qew9z2t

Ukrainian President Volodymyr Zelensky has said the war with russia could end sooner than some people think. "I think that we are closer to peace than we think," he told US broadcaster ABC News. He added that Ukraine could push russian President Vladimir pootin to end the conflict, but only if Kyiv was coming from a "strong position" - once again calling on his Western allies to strengthen the Ukrainian army. The Ukrainian president is in the US this week to speak at the United Nations General Assembly and to present what he has called a "victory plan" to his Western allies, including US President Joe Biden. In a statement ahead of the visit, Zelensky said the plan included further weapons donations, diplomatic efforts to force Russia to agree to peace, and holding Moscow accountable for its full-scale invasion in 2022. https://www.bbc.com/news/articles/cr7582l4015o

The victory plan was developed in the Office of the President, members of parliament from the presidential party "Servants of the People" and from the relevant committees did not participate in its development. The head of the Verkhovna Rada Committee on Foreign Policy and Interparliamentary Cooperation, "servant of the people" Oleksandr Merezhko, stated this on Radio Svoboda. According to him, the document was developed in the "secrecy mode", it is a document of a military-technical nature. Source: https://censor.net/ua/n3511514

In my opinion, this is a very strange position, given that according to the constitution of Ukraine it is a democratic country, but it is normal if we remember that in fact Ukraine has long since become a dictatorship of the Japanese medieval type, where the nominal ruler was the emperor, but the shogun actually ruled. It also seems that poor people there did not even have the right to their own name. And poor people in Ukraine now have no right to even know what awaits them.

The president of the Czech Republic, Petr Pavel, told the New York Times that Ukraine would have to be "realistic" about its prospects of recovering the areas in the east of the country which russia has managed to gain over the last 31 months of war. He added that the most likely outcome of the war was that a part of Ukrainian territory would remain under russian occupation for a number of years. A defeat of either Ukraine or russia "will simply not happen", Pavel told the Times, adding that the end of the conflict would be "somewhere in between". https://www.nytimes.com/2024/09/23/world/europe/ukraine-war-goals-russia-czech-president.html

At the same time russian troops have made serious advances in the east and are closing in on Vuhledar - a city on the southern part of the Donbas front line that the russians have been trying to seize since the beginning of their full-scale invasion. https://ukranews.com/ua/news/1036354-brygada-zsu-yaka-drugyj-rik-oboronyaye-vugledar-perebuvaye-na-mezhi-otochennya-cherez-vysnazhennya

My friend has been fighting there since the big invasion and I don't even know if he's still alive. I can't bring myself to call or write to those who I'm not sure will answer.

President Volodymyr Zelensky said that Ukraine has an army of one million - we are talking about 880,000 soldiers. The head of state said this in an interview with the German TV channel ARD. https://youtu.be/NnH75tFS96o?si=xFaVsgFrIQ8rGu8k

"We have 880,000. We have a million-strong army. And at the same time, we have 30 million people now, specifically 30 million people are working, and maybe even a little more. I can't say the exact number," the president said.

Zelensky also added that today it is not known exactly how many people have left since the beginning of the full-scale war. According to him, this figure ranges from 6.5 to 7.5 million Ukrainians.

It is very surprising to hear such figures, because even last year the russian invasion and the emigration caused by it reduced the number of the working population of Ukraine in 2023 by 39.2% compared to 2021 - from 17.4 million to 12.5 million, and in 2024 - By 2032, it may decrease by 11.7 million, said former Minister of Economy, adviser to the head of the President's Office, president of the Kyiv School of Economics (KSE) Tymofiy Milovanov. https://interfax.com.ua/news/general/926831.html

Currently, there are about 11.7 million Ukrainians who are economically active in Ukraine, of whom approximately 9.3 million are employed. Another 2.7 million are unemployed. Such data were made public by experts of the Ukrainian Institute for the Future (UIF) during the presentation of the Forecast of the Ukrainian economy for 2023-2024.

"According to our calculations, there are currently about 28.5 million people in Ukraine. But it is not the total number that is important, but the structure. Among all these 28.5 million, we have 16.8 million economically inactive population - pensioners, children. Some 11.7 million are economically active, but only approximately 9-9.3 million of them actually work. If you subtract from this number budget employees, then there are 6-7 million people who, in fact, are the "team" that carries the entire economy," said Yana Lavryk, an expert in economic programs of the UIF. https://www.ukrinform.ua/rubric-economy/3732011-v-ukraini-ekonomicno-aktivnimi-e-lise-blizko-117-miljona-ludej.html

In the draft state budget for 2025, the Ministry of Finance set out to attract only UAH 17 billion (400 million dollars) "net" (attraction minus repayment) from bonds of the domestic state loan, because it approached the limit of possibilities on the domestic debt market. Minister of Finance Serhii Marchenko announced this at a briefing, answering questions from Forbes. In the government project of the 2025 budget, 579 billion hryvnias of borrowing through bonds are laid. Repayment under this instrument is UAH 562 billion. https://forbes.ua/news/minfin-nablizivsya-do-granichnikh-mozhlivostey-iz-zaluchennya-ovdp-marchenko-24092024-23800

Meanwhile, a large-scale reconstruction is planned in one of Kyiv's parks, the cost of which will be more than 20 million hryvnias (476 thousand dollars). https://sud.ua/uk/news/ukraine/311380-v-kieve-startuet-masshtabnaya-rekonstruktsiya-parka-natalka-za-20-mln-griven

"No one is interested in this anymore, except for us?" the military are talking about demobilization, referring to the early release from military service of those soldiers who have been fighting on the front lines for more than 2.5 years. According to Ukrainian law, mobilized as well as contract workers cannot leave the army during martial law, even if their contracts have expired.

A significant part of the armed forces of Ukraine are volunteers who stood up for the defense of their own state in the first days of the full-scale war, as well as people who were forcibly mobilized during this period. As of the end of September 2024, they have already served almost 30 months. Some of them spent most of this time on the front lines.

"If there was a positive trend in the summer and it continued, then for the month of September the forecasted indicators are worse than those in the summer," an informed interlocutor in the parliament told the BBC. It turned out that the shortage of human resources in the army is greater than previously publicly voiced by the military command. Accordingly, even the increase in mobilization rates in the summer did not allow it to be covered. https://www.bbc.com/ukrainian/articles/c4glxz9n463o

And this leads to two problems. The first is that it worsens mobilization, since no one wants to join the army anymore without a realistic prospect of discharge. And the second is that the number of deserters is increasing. One case recently became very widely discussed. One soldier made a public statement that he voluntarily left the army to draw attention to the absence of fixed terms of service under martial law and it was widely reported by the media. His history and media coverage cast doubt on the sincerity of this statement, but this does not deny the importance of the problem and its lack of a solution. Separate comments also appeared from other soldiers who understand him, but do not support him, because by his act he betrayed those who remained to serve and set a bad example for others. https://nv.ua/ukr/ukraine/events/mobilizaciya-strok-sluzhbi-szch-hto-takiy-sergiy-gnyezdilov-yaka-problema-v-zsu-i-sut-skandalu-50452998.html

The state continues to accuse Ukrainians of their reluctance to fight, which makes it impossible to replace those who have been fighting for a long time. Although the truth is rather that, as military commanders say, they do not want to let go of experienced fighters.

A special place for meetings between lawyers and conscripts will appear in the Volyn mobilization center. https://sud.ua/uk/news/ukraine/311392-v-volynskom-ttsk-sozdadut-mesta-dlya-obscheniya-advokatov-s-voennoobyazannymi

Well, this is already progress. Now conscripts have almost the same rights as prisoners. Only those imprisoned have the right to appeal, waiting for its decision in a cell, not in a trench.

The government's initiative to mass-mail summonses to Ukrainian men who did not voluntarily appear at mobilization centers also caused mixed reactions. Someone is looking for corruption due to spending a lot of money, someone doubts the effectiveness of this measure, and someone thinks that it is just a desire to get money into the budget due to huge fines for non-appearance. The summons will be considered served even if no one receives it. The fact of sending will also be impossible to verify. But almost 2 million dollars have already been allocated to the budget for this. https://www.unian.ua/society/mobilizaciya-v-ukrajini-uryad-vidiliv-desyatki-milyoniv-na-rozsilku-povistok-poshtoyu-12767223.html.

Today there was an air attack all night, including on Kyiv. First, drones flew, and closer to the morning there were also missiles, which were shot down quite loudly. Judging by the sounds, airplanes were also doing this. https://www.rbc.ua/rus/news/kiyiv-masshtabno-atakuvali-shahedami-kmva-1727325943.html

Apparently, there were no serious consequences. Also, the air raid sirens, during which public transport does not work, continued until lunchtime and I decided to work from home. I did not get enough sleep, the sky was overcast and I did not feel well today.

In the west of the country, it appears that a military airfield where F-16s are supposedly based has been attacked again.
https://unn.ua/news/na-khmelnychchyni-povidomyly-pro-vybukhy-na-tli-poperedzhen-ps-zsu-pro-kyndzhaly

russians have made certain modifications of guided aerial bombs, which can now fly to the center of Zaporizhya tens of kilometers from the front line. Now not only Kharkiv suffers from them. https://www.slovoidilo.ua/2024/09/26/novyna/bezpeka/zsu-rozpovily-chomu-kaby-pochaly-dolitaty-centra-zaporizhzhya

Yesterday, air defenses for the first time destroyed the russian UAV "Shahed-136", equipped with Starlink satellite communications from SpaceX. And now we are talking about a very wide and powerful feedback channel with the drone, the possibility of transmitting information from it and changing the flight task at any distance. That is, the transformation of Shahed, first of all, into a reconnaissance tool. https://defence-ua.com/news/rf_vstanovila_na_shahed_136_starlink_ochevidno_tse_bulo_lishe_pitannja_chasu-16716.html

Western allies have almost nothing left in their stockpiles to hand over to Ukraine after more than two and a half years of fighting, the Minister of the Armed Forces of Great Britain has said. Before crucial talks on the war at the United Nations headquarters in New York, Luke Pollard said the focus needed to be on ramping up weapons production between the West and Ukraine as part of a longer-term strategy that would keep a reliable supply of equipment heading to the country.

Secretary of State for Defence John Geely, in turn, suggested that Ukraine also lacks military personnel it can send to the West for training. https://www.thetimes.com/article/6ebb2947-618c-4a71-bdf1-eae28f15079c

In Ukraine they joke that if you send someone to for training abroad now, these people will run away in full force.

Chief inspector of the Ministry of Defense Ihor Voronchenko criticized the level of training of new recruits at the Chief of Staff’s, he was fired the same day. Coincidence? https://babel.ua/texts/111008-golovniy-inspektor-minoboroni-igor-vorochenko-na-stavci-u-prezidenta-rozkritikuvav-riven-pidgotovki-novobranciv-togo-zh-dnya-yogo-zvilnili-spivpadinnya-poyasnyuyemo

Information also appeared that Ukraine has a directive regulating the mobilization of men aged 50 to 60, and such mobilization is possible only under a separate mobilization order of the General Staff of the Armed Forces. But no official documents were made public. https://enovosty.com/uk/news-ukr/news_society-ukr/full/v-ukraini-neoficijno-obmezhili-mobilizaciyu-cholovikiv-50-ale-ne-usix

At the same time, the Secretary of the Verkhovna Rada Committee on National Security, Defense and Intelligence, Roman Kostenko, said that Ukraine may need to lower the conscription age in the event of the announcement of mobilization in russia. https://24tv.ua/znizhennya-mobilizatsiynogo-viku-ukrayini-kostenko-pripustiv_n2649622

It is believed that Zelensky avoided this in order not to lose his electorate.

Today I saw another piece of news that a 53-year-old local resident died after four days in the branch of the Mukachevo mobilization center in the city of Svalyava. The wife of the dead man claims that he was beaten in the premises of the assembly center. According to her, the man was unfit for military service. According to the mobilization center, the man fell ill during transportation to the training center, and he died in the hospital as a result of a natural disease — an ischemic heart attack. https://suspilne.media/uzhhorod/844371-na-zakarpatti-pisla-cotiroh-dniv-perebuvanna-v-tck-pomer-colovik-so-kaze-druzina-likari-ta-policia/

I discussed this with a colleague today, who believes that due to the complete secrecy and irresponsibility, the detained people are simply held in custody and beaten until they sign an agreement to serve as volunteers. Since they usually catch the old and sick who cannot run away, naturally not everyone survives this and some die. They also say that for a bribe they can release those detained, but I don’t know anyone who would do this and tell me.

The teams of President Volodymyr Zelensky and US presidential candidate Donald Trump discussed a potential meeting between the two leaders at the Republican's estate in Florida. Trump said last week that he would likely meet with Zelensky during his visit to the United States. But Zelensky's visit to the arms factory in Scranton, Pennsylvania, where President Joe Biden was born and raised, changed the course of events.

The Speaker of the US House Mike Johnson has demanded that Ukraine fire its ambassador to Washington, as a feud between the Republican Party and Volodymyr Zelensky escalates. In a public letter, the top Republican said the visit was "designed to help Democrats" and claimed it amounted to "election interference". https://thehill.com/homenews/house/4899357-speaker-johnson-ukraine-zelensky/

The row has threatened to overshadow Zelensky's meeting with President Joe Biden on Thursday, during which he will present a "plan for victory" in his country's war with russia. Since his arrival to the US on Sunday, Zelensky has ramped up efforts to persuade the US and other allies to lend more support to Ukraine as it fends off russian advances. While details of his "victory" plan have been kept under wraps, the strategy is likely to contain pleas for further military and financial support, plus future security guarantees.

For several months, Volodymyr Zelensky has been promoting the Ukrainian plan as a basis for victory. However, U.S. and European leaders familiar with the plan's gist believe it does not offer a clear path to victory, especially given russia's current successes on the battlefield. https://news.online.ua/administraciia-baidena-ocinila-plan-peremogi-ukrayini-detali-885206/

But on Thursday, Biden announced that the US will send $7.9bn (£5.9bn) worth of military aid to Ukraine in a surge of assistance as his presidency nears its end.
https://www.bbc.com/news/articles/c80rkv0k4j8o
https://time.com/7023450/ukraine-effort-donald-trump/

In any case, Zelensky's diplomacy threatens the US support for Ukraine, no matter who wins the presidential election. Without the support of Congress, Harris will have little opportunity to do so, and if Trump wins, he will remember everything to Zelensky. However, the plan, according to which all responsibility is shifted to the allies, looks obviously unrealistic to implement, and I do not want to think that this was the purpose of its presentation in this form. However, apparently nothing can save the undoubtedly most outstanding actor of all time, who played the role of the president perfectly.

The Turkish leader noted that in the third year of the war in Ukraine, "we are still far from establishing a just and durable peace." "As the arms race accelerates, the field of diplomacy is gradually narrowing. We will continue to increase support for efforts to end the war through diplomacy and dialogue based on Ukraine's territorial integrity and sovereignty," Erdogan said. https://kontrakty.ua/article/249164

russian President Vladimir pootin, who previously announced changes in the russian nuclear doctrine, spoke about the planned amendments. Moscow expands the list of reasons for retaliating. A "critical threat" to russia's sovereignty, even with conventional weapons, will be grounds for a nuclear response, the russian president said. https://www.bbc.com/ukrainian/articles/czrm8vdd8d1o

Zelensky’s campaign stop for Democrat candidates is widely recognized in the US, as being a strategic error, which could result in alienating 50% of the population to some degree. In my personal view, I wonder if he was just poorly advised, or does he see it as a gamble on a grand scale? Rhetorical question, as no one but Z knows the answer and I do not pretend to know the answer.

“Never assume malice when incompetence will suffice” probably explains much about Zelenskyy’s tone-deaf visit.

Well, regardless, most voters of any party here have FAR more parochial concerns that motivate their choices. It’s not even October, and most mail in ballots won’t be distributed for at least a week or two, let alone in person voting, mostly on November 5. By then this will be largely forgotten.

I tend to agree about incompetence being a sufficient explanation. It's hard to believe that most of Z's advisers would miss the pitfalls of his partisan campaigning, but perhaps he doesn't listen to them.
I should clarify that my concern was not that his actions would change the election results, but that, rather, they would embitter any elected candidates who he has worked against. I think he needs as many Senate votes in 2025, as he can muster, for example. We really don't want support of Ukraine to become a partisan issue.

In my humble opinion, we continue to watch a carefully staged game of talented actors according to all the rules of soap operas. We do not know and will never know who really agreed with whom and about what, we can only watch the next episode of the series in the crowd of which people are really dying all over the world. I watch it as a participant in the crowd, and you as spectators. But as soon as they show an episode dedicated to Israel, I become a spectator. I am not a supporter of conspiracy theories, I am simply trying to apply logic to what is happening. Logic excludes idiots in such positions. However, we can easily see the director's sarcasm in the details.

Donald Trump has agreed to a last-minute meeting with President Volodymyr Zelensky despite repeatedly criticising him on the US campaign trail. The former US president appears to have changed his mind after earlier reports from his campaign said a meeting between the two was extremely unlikely. The pair have endured a tumultuous relationship. Trump was impeached in 2019 over accusations that he pressured Zelensky to dig up damaging information on the Biden family. A rough transcript of the call revealed Trump had urged Zelensky to investigate Biden, as well as Biden's son. Since russian launched its full-scale invasion of Ukraine in February 2022, Trump has frequently repeated Moscow's talking points about the war. During September's presidential debate he sidestepped a question on whether he wanted Ukraine to emerge victorious in the conflict. https://www.bbc.com/news/articles/c7810y11dyjo

“I learned a lot, but I think I haven’t changed from the standpoint that we both want to see this end and we both want to see a fair deal made,” Trump said of his conversation with Zelensky. https://edition.cnn.com/politics/live-news/trump-harris-presidential-election-09-27-24/index.html

No doubt Trump finally agreed to meet in an effort to burnish his imagined stature as a fabulous deal maker, after first letting surrogates lambaste Zelenskyy for a couple of days.

In this case, as you remind us of the history, he has more than ample reason to dislike Ukraine and Zelenskyy in particular, and is famously vindictive. There is no chance IMO that he would act with interests of Ukraine or the West in top of mind, or even as an impartial arbitrator.

It was surreal and disturbing to hear Trump brag about his relationship with Putin while next to Zelenskyy.
