This means that mobilization should not harm the image and authority of the army, reduce the morale of society, undermine trust in the authorities, provoke civil conflicts. Carrying out effective mobilization measures is impossible without the support of society not only for ideological, but also for purely organizational reasons. Therefore, an integral part of mobilization should be: ideological work with citizens (what we are fighting for), propaganda (what will happen as a result of defeat), strengthening the image and authority of the army (real and permanent, not in words, but in deeds), ensuring the principle of justice during mobilization (eradicating corruption, preventing the use of opaque and subjective criteria for reservations and deferrals, equal treatment of all categories of conscripts, regardless of age or place of residence, etc.).

In a democratic state, even mobilization should be carried out with respect for human rights and ensuring the rule of law. The right to protection and an objective trial should be guaranteed.
