Not much news today. Still fine weather and bombings of Kharkov and Zaporozhye, Russian advance in the east. There is little information about the dead or generally objective information about the situation at the front.

But the show of the absurd continues in full force. As I expected, the 2024 season of the series “Servant of the People” promises to be one of the most interesting.

The Ministry of Culture and Information Policy of Ukraine has confirmed the status of the TV channels participating in the "One News" telethon as critically important for the functioning of the economy and ensuring the livelihood of the population in a special period.
https://interfax.com.ua/news/telecom/978806.html

This applies to pro-government channels, and there are almost no others left on TV and radio. All opposition channels have long been deprived of licenses and are presented exclusively on the Internet.

The trust of Ukrainians in the telethon "One News" continues to fall - as of February, only 36% of respondents trust information from the marathon. https://www.pravda.com.ua/news/2024/02/19/7442501/

Accordingly, public demand for the termination of the telethon is now extremely high. But this will not happen in the near future.
Representatives of the oligarchic groups, who at the beginning of the great war sacrificed their information resources for the noble goal of providing round-the-clock information to the society, simply do not want to remove TV channels from "One News".
After all,  President's Office will interpret it as a political gesture. And none of the oligarchs is ready for an open fight with the authorities, which are most interested in continuing the telethon.
It is not profitable for the political leadership of the state to stop this media mechanism. With the existence of the telethon, the government provides itself with stable informational support and minimizes any manifestations of political competition.
"One News" actually turned into a television holding of the President's Office. Also absolutely free - with the money of oligarchs and taxpayers.

Law enforcement officers exposed the head of the infectious disease department of one of the medical institutions of the Dnipropetrovsk region, who "found" serious diseases in conscripts for bribe

In exchange for a bribe, the defendant entered into official documents knowingly false information about the state of health of conscripts. Source: https://censor.net/ua/n3483194

Also, real patients will suffer, who will have to prove that other official documents signed by the same doctor are real. The moral of this story is very simple - if you break the law, don't forget to share the money with a higher level. Then you will not only not be persecuted, but you will become part of the system that will protect you.

Against the background of optimistic propaganda about successes at the front, from those directly present at the front, for some reason, only information about the advancement of the russians is here and there. Also, their planes and helicopters fly unhindered almost over the front line, which has not happened since March 2022. Statements by Western leaders about the intention to increase the supply of weapons are contradicted by reports from weapons manufacturers about the lack of raw materials and production capabilities to do so.

Bombs devastate Kharkiv and other cities every day. russia has changed its attack tactics on Ukraine's energy infrastructure, using high-precision missiles to destroy power plants in areas less protected than Kyiv. Some of which will not be fully restored until next winter, writes the Financial Times. Ukrainian officials have said that, despite the smaller scale of the strikes, the damage caused by these attacks is greater than in the winter of 2022-23, and that the russians' goal is to cause irreparable damage. https://www.bbc.com/ukrainian/articles/clkeg01j30no

Today I didn’t have time to get to the radio at all. Sergiy suddenly decided to go with a colleague to the Carpathian Mountains for weekend and I had to urgently make him an antenna - inv.V and help him figure out the radio, power supply and everything else. It turned out to be light, compact and will allow him to use it on two bands without a tuner. I hope he reaches destination and returns without problems. Man hunters are especially active in the western part of Ukraine and every person with a backpack is seen by them as wanting to escape from Ukraine for free.

Very sorry to hear about his passing. Sounds like he was a real leader in Ukrainian radio.

He was a representative of the old generation who valued old values - knowledge of the Morse Code, participating in competitions, building antennas, collecting DX. I communicated with him personally several years ago when we worked together on a project. A calm and competent person with whom it was very comfortable to work.

This night there was again a major attack on the energy system and one of the largest thermal power plants near Kyiv was disabled, many facilities throughout the country were also destroyed. The threat of a blackout is becoming more and more real, but in Kharkiv and the region it has already become a reality. Even if we consider the heating problem to be postponed, the consequences of the destruction of the energy system cannot be underestimated. This time the russians are pursuing the goal of stopping the remaining production. The lack of electricity can also leave the population not only without the Internet, but also without refrigerators, air conditioners, food processing, and bread baking. Without electricity, the operation of city electric transport and central water supply will be impossible. This will definitely put a lot of pressure on the entire population and authorities.

Today, the parliament passed a law on the strengthening of mobilization, which is needed to ensure the military registration of the maximum number of men and to replenish the troops that have suffered losses in more than two years of full-scale war with russia. The law is mainly aimed at registering all conscripts and updating their data. This will simplify the mobilization process for the authorities, as recruiters will have up-to-date information on potential recruits. Also, men must have and carry military registration documents with them and present them at the request of the police or recruiters. Evaders will be able to have their driving licenses revoked through the court. They also face a significant increase in fines.

At the same time, the question of the new draft law on mobilization was from the very beginning a question of justice. About a tired army, which is slowly "wearing out" under the onslaught of a superior number of the enemy. About front-line fighters who objectively need a replacement. That two years of the great war seem to be a sufficient period for the preparation of this help. On the other hand, it is a question of predictability for those who will be drafted into the ranks of the Ukrainian army in the future. In turn, a potential recruit to the Armed Forces is often ready to join the army, ready to defend his native land. But he is not ready for the fact that a trip to the Military Commissariat will turn into a one-way ticket for him. The prospect of a specific date for demobilization, even if it is quite distant in time, could remove some of the fears of these potential recruits and somewhat ease the social tension caused by the topic of mobilization.

Instead, the regulations on the conditions of demobilization were excluded from the draft law. In his letter the day before, Commander-in-Chief Oleksandr Syrskyi proposed to prescribe provisions on demobilization and rotation in the Armed Forces in a separate draft law to be prepared by the government.

At present, it is not yet clear what real changes this law will bring, as it must first be signed by the president and the official text published. In Ukraine, due to the chaotic nature of the process, even the deputies themselves do not always know what they are voting on. Also, only time will tell how its norms will be implemented in practice, taking into account all other laws that will contradict each other.

Also recently, changes were made to the legislation regarding persons who were previously recognized as limited fit for military service, because there is a large number of intermediate states between completely healthy and completely unfit. Over the next nine months, starting in May, those with limited fitness must undergo a repeat military medical examination (MME) and doctors will decide whether they are fit or unfit for military service.

But the problem is that, although the deputies have adopted a new law, the Ministry of Defense has not yet developed a new order on the procedure for passing commissions and doctors still do not have criteria for classifying a person with limited fitness as suitable or unsuitable. After the list of diseases is updated, someone from those who were previously limited fit will be released. But it can be assumed that there will not be many of them, because the army is critically short of people. Perhaps people will no longer be recognized as limited fit, but may be recognized as fit only for service in support units.

In any case, in the third year of a big war, instead of a mechanism of mobilization and demobilization (rotation) adapted to war, we have even more chaos and uncertainty, and, accordingly, opportunities for corruption and abuse.

I also came across the opinion that this is a convenient way to get rid of all the patriotic and socially active people who joined the army voluntarily in 2022. These are the same ones who can then go to the Maidan https://www.britannica.com/place/Ukraine/The-Maidan-protest-movement For a young and not yet very confident dictatorship, it is ideal that none of them return from the war. When the best are burned in the war, the worst will become even more obedient than usual.

The Cabinet of Ministers approved the list of military and political risks, as well as the terms and conditions of insurance (reinsurance) of military and political risks during the activities of the Export Credit Agency. The main goal of the Agency's activity is to support and stimulate the large-scale expansion of the export of goods (works, services) of Ukrainian origin. The institution protects Ukrainian exporters from the risk of non-payments and financial losses related to the execution of foreign exchange contracts, and also provides a wide range of services that allow Ukrainian exporters to strengthen their credit policy and effectively manage their financial flows. https://jurliga.ligazakon.net/news/226902_eksportno-kreditne-agentstvo-strakhuvatime-vd-vonnikh--poltichnikh-rizikv-nvestits-v-ukran-kabmn-zatverdiv-poryadok-ta-umovi

The amount of real military aid to Ukraine from Germany turned out to be significantly lower than what was written on paper. At the same time, the difference is about 20%, and so far Ukraine has generally received less than half of the promised amount. As the deputy of the CDU/CSU opposition bloc, Ingo Gedehens, found out. He sent a request to the government demanding an explanation of these figures.

Thus, according to the statements of the federal government, 28 billion euros were allocated for military aid to Ukraine. But at the same time it turned out that 3.4 billion euros of the specified amount can be returned from EU funds. The deputy estimated that the real amount of German support should be estimated at 10.2 billion euros.

BILD writes about it https://t.me/BILD_Russian/15718

Trump supporters are preventing Speaker Johnson from bringing the 60$ billion bill to a vote. And there is no pressure on them. The last to try to convince the Americans were their main allies, the British. British Foreign Minister David Cameron came to Washington this week with a message about the importance of helping Ukraine. Speaker Johnson refused to meet with him, citing his busy schedule.

Cameron first of all paid a visit to Trump - even before he went to the Capitol. But his charm was not enough to move the position of Trump's supporters from a standstill on the question of aid to Ukraine, which was expressed by Marjorie Taylor Green, who represents Georgia in the lower house of Congress, even before the visit of the retired British prime minister. She offered the British minister to "kiss her ass" and not interfere in domestic American politics. https://www.bbc.com/ukrainian/articles/c163dwxr4k1o

Unfortunately, my small laptop that I used for the radio broke and was not worth repairing, so I restored the laptop I was given earlier for parts. It was a very dirty home for cockroaches, so I had to wash it thoroughly in the shower. I also found a screen for 10 bucks instead of a broken one and replaced it. It is big and quite slow, but allows you to run N1MM.

Today I went to see another doctor and it cost me 30 dollars including a cardiogram. I am concerned about my high blood pressure and I decided to hear an alternative opinion that goes beyond the treatment of the heart itself. The doctor looked at the papers from previous clinic visits and asked how I cope with stress. I honestly answered that my health problems helped me with this. For some time I completely switched all my attention from external events to internal problems. Everything else practically ceased to exist for me. I still do not allow what is happening in the country to take over my emotions, leaving the analysis of the situation to the rational mind. This is akin to the advice that if you are feeling sad, try running and you will quickly realize that your physical health is even worse than your mental health. At a time when the majority of the country's population needs the help of psychiatrists, they themselves are not in the best condition. Therefore, I consider self-control and the ability to cope with panic attacks when you wake up at night because your heart is beating abnormally and there is noise in your ears due to high blood pressure, a very important skill. I bought some more tablets in beautiful packaging and will see how they help me.

On the way home, I stopped by the post office and picked up a package from Dave KB9YYM. He again sent me some magazines, hygiene items and a flashlight. In the event of another blackout, I won’t be bored.

The russian occupiers continue to strike Ukraine's energy infrastructure every day. During April 11, several important facilities came under attack at once, in particular, the enemy hit the Sumy CHP and completely destroyed the Trypil CHP, which was the largest supplier of electricity in Kyiv, Cherkassk and Zhytomyr regions. It is reported that 75-80% of the total thermal generation is damaged. The loss of such capacity in practice means that already in July - August we will probably not be able to avoid supply restrictions.

As I watch the war progress, I begin to associate it with one factor - the cost of people. People are not spared when they are useless or cheaper than complex mechanisms. It seems to me that there is a direct dependence on what method politicians choose to achieve their goals, taking into account how they evaluate their population and how people evaluate themselves. This is probably why the leaders of the EU and the US are trying to avoid escalation at all costs.

Today I spoke with a friend of mine who works in a state organization, who explained the low quality of specialists and the lack of people by the fact that no one wants to go to work for a low salary and because of how mobilization is taking place. Even if reservation or deferment from military service is provided for such employees, they must be registered in the military before being hired, because the reservation is carried out already after the person is hired. However, with a high degree of probability, he will be sent to the front before he can be reserved.

The head of the State Agency for Reconstruction and Development of Infrastructure of Ukraine, Mustafa Nayem, stated that his agency, which was specially created to protect energy facilities, should not protect thermal power plants. This agency works to protect only distribution substations of the state-owned Ukrenergo. At the same time, according to Nayem, it is up to their owners to protect thermal power plants. https://www.obozrevatel.com/ukr/ekonomika-glavnaya/analytics-and-forecasts/najem-zayaviv-scho-za-zahist-tes-vidpovidayut-ih-vlasniki-derzhagenstvo-vstanovilo-zahist-tilki-na-pidstantsiyah-ukrenergo.htm

The russian summer offensive will probably take place in 4 directions: Donetsk region, Kherson region, Luhansk region, Zaporizhzhia and a possible assault on Kharkiv. At the same time, as of now, the situation has "significantly worsened" on the eastern front line. But the Armed Forces are trying to stop russia's intensifying multi-pronged offensive. This is reported by The Financial Times with reference to Ukrainian and Western officials. https://informator.ua/uk/vlitku-ochikuyetsya-nastup-rf-na-chotiroh-napryamkah-i-shturm-harkova-financial-times

Ukraine used drones to attack a russian military unit in the city of Kovilkino in Mordovia, the distance to the target is about 650 kilometers. 590 separate radio engineering unit (military unit 84680) was attacked, which is armed with the 29B6 "Container" over-the-horizon radar, the target detection range is about 3,000 km, and the altitude is over 100 km. https://flot2017.com/udar-na-650-kilometriv-drony-pidirvaly-vijskovyj-radiotsentr-rf/

Today it was cloudy and I rode my bike for the first time this year. In the evening there was a short rain with strong wind and it's going to get very cold soon. Again there was no propagation, but Colin repaired his antenna and we were able to conduct a QSO on 21 MHz. This lifted his spirits significantly. Compared to last year, I had half as many contacts with the Japanese in their national competition, but I still think this is a good result.

This is the third time I congratulate my son on his birthday over the phone. Perhaps we should be glad that there is still at least such an opportunity.

The main news was Iran's attack on Israel. Everyone had to compare it with similar russian attacks in Ukraine. Despite the fact that not only Israeli anti-aircraft systems and aviation took part in the defense of Israel, and that US and British forces were also used, some of the missiles reached their targets. At the same time, Iran did not use the entire range of its missiles, limiting itself only to their simple versions. Iran used about 300 missiles and drones that hit two air bases. The US is calling on Israel not to respond to these strikes, but it seems the Israeli government will do as it sees fit. It looks like the war in Israel is just beginning and more and more US attention, money and weapons will be directed to Israel, and not to Ukraine.

In Ukraine, russian shelling again damaged energy facilities in several regions; a ballistic missile was shot down over the Dnipro, but its parts damaged several houses and injured several people. A large column of smoke rose above the city. https://www.obozrevatel.com/ukr/ekonomika-glavnaya/communalka/rosiya-obstrilyala-energetiku-ukraini-yaka-situatsiya-v-sistemi-14-kvitnya.htm

Another scandal in the army. Inspections and transfers began in the 67th brigade due to the loss of positions. The reason for the loss of important positions near Chasiv Yar was problems within the brigade itself. Official investigations have been opened against unit commanders. Fighters and commanders of this brigade deny the accusations. https://expres.online/podrobitsi/kriza-u-67-y-brigadi-pochalisya-perevirki-ta-perevedennya-cherez-vtratu-pozitsiy

Apparently, the problem is that this brigade was formed from volunteers back in 2014, and during the time of the former chief Valery Zaluzhny, they managed to maintain a certain autonomy in the brigade and have support from the General Staff. Now it will be disbanded. I think this is a consequence of the change of commander. Zaluzhny, following the NATO model, delegated more authority and allowed commanders to choose the best way to perform tasks based on the situation, while Syrsky, as an old Soviet officer, runs the army as the russians do. The russians are succeeding at the cost of huge losses, and time will tell to what extent this will be accepted by the Ukrainian army and society.

After the Commander-in-Chief of the Armed Forces Oleksandr Syrsky visited positions in the east of Ukraine for two days, he reported that "the situation on the Eastern Front has significantly worsened in recent days." https://www.bbc.com/ukrainian/articles/c9xzldj95yeo

On the energy infrastructure, I read a report saying that Russia is now not only bombing civilian facilities, but then when the repair crews arrive, they send in more bombs to kill those who have the repair skills. Dastardly.

On the energy infrastructure, I read a report saying that Russia is now not only bombing civilian facilities, but then when the repair crews arrive, they send in more bombs to kill those who have the repair skills. Dastardly.
They've always done this. Double strike tactics. I heard that last week the rescue protocols were changed due to this.

It rained all night, but in the morning the sun came out. In some regions, the storm damaged homes and power lines. https://www.rbc.ua/rus/news/znosit-dereva-ta-obrivae-droti-chastina-ukrayini-1713207406.html

I started having strange dreams again. Either the weather has been nice lately or the extra meds have worked, but I feel better. Perhaps this is a direct consequence of the lack of night missile attacks. Despite the destruction of the energy structure, Kyiv has not yet had problems with electricity. Perhaps they will begin in the summer when energy consumption increases.

One of the terrorists' goals is to reduce the volume of industrial production due to a lack of electricity. Oleksandr Kamyshin, Minister of Strategic Industries, said that in 2024, Ukraine has $6 billion to purchase weapons, particularly from domestic manufacturers, but our production capabilities are three times greater. According to him, the entire defense budget for 2024 is about $40 billion, of which $30 billion is for salaries and payments to military personnel. https://war.gordonua.com/ukr/virobnichi-mozhlivosti-ukrajini-vtrichi-bilshi-nizh-tsohorichnij-bjudzhet-na-zakupivlju-ozbrojennja-dlja-zsu-minstratehprom-1704255.html

But apparently the authorities are not going to ease the restrictions that prevent businesses and people from increasing GDP and the number of taxes that could be used to increase the military budget, which would return to the economy. Therefore, we continue to have stagnant production, simultaneous unemployment and labor shortages, and an ever-increasing budget deficit.

In private construction, activity is noticeable only in the Kiev and western regions. Builders note a shortage of workers and rising prices for their services.

Taking advantage of the fact that the United States is busy with internal problems, China and Germany are trying to seize the initiative in international relations.

German Chancellor Olaf Scholz on Tuesday said he had asked Chinese President Xi Jinping to exert influence over russia to end the war in Ukraine, adding that both leaders rejected attacks on nuclear facilities. Speaking on economic issues, Scholz said Europe wanted to reduce risks, intensify existing contacts and build new ones. https://www.reuters.com/world/europe/germanys-scholz-i-asked-chinas-xi-pressure-russia-stop-war-2024-04-16/

Chinese President Xi Jinping called on "all sides to work together" to restore peace as soon as possible and "prevent the conflict from getting out of control." China supports all efforts for a peaceful settlement, as well as the holding of an international peace conference recognized by both russia and Ukraine with equal participation of all parties, Xi told Scholz. He wants a "fair discussion of all proposals" to take place. https://expres.online/podrobitsi/si-tszinpin-skazav-sholtsu-yakoyu-vin-bachit-mirnu-konferentsiyu-shchodo-ukraini

China's public statements are always vague and it is quite difficult to find any alternative to official information. Even an article that appeared recently in The Economist can also be considered a reflection of the official position, because author Feng Yujun is a professor at Peking University and Deputy Dean of the Institute of International Studies at Fudan University in Shanghai. He says that russia is sure to lose in Ukraine and the war has strained Sino-russian relations.

Four main factors will influence the course of the war. The first is the level of resistance and national unity shown by Ukrainians, which has until now been extraordinary. The second is international support for Ukraine, which, though recently falling short of the country’s expectations, remains broad. The third factor is the nature of modern warfare, a contest that turns on a combination of industrial might and command, control, communications and intelligence systems. One reason russia has struggled in this war is that it is yet to recover from the dramatic deindustrialisation it suffered after the disintegration of the Soviet Union. The final factor is information. When it comes to decision-making, Vladimir Putin is trapped in an information cocoon, thanks to his having been in power so long.
https://www.economist.com/by-invitation/2024/04/11/russia-is-sure-to-lose-in-ukraine-reckons-a-chinese-expert-on-russia

At the same time, he in every possible way justifies China's policies and actions and denies supporting кussia, noting that China is simply continuing previous relations and trade. This is fully in line with China's position of putting its own interests above all else.

A lack of air defense missiles prevented Ukraine from thwarting a russian missile attack last week that destroyed the biggest power plant in the region around the capital Kyiv, President Volodymyr Zelenskiy said. Zelenskiy's comments, which follow repeated warnings from his government to its allies about scarce air defences, reflect the dire situation Ukraine finds itself in as russia scales up strikes on its energy system. "There were 11 missiles flying. We destroyed the first seven, and four (remaining) destroyed Trypillia. Why? Because there were zero missiles. We ran out of missiles to defend Trypillia," he said in the interview with PBS. https://www.reuters.com/world/europe/ukraine-says-it-ran-out-missiles-stop-russian-strike-ruining-power-station-2024-04-16/

Great Britain avoids escalation in Europe - this is how the Minister of Foreign Affairs of the Kingdom, David Cameron, explained the fact that British troops do not help repel russian air attacks, as in the case of Israel, when British Air Force took part in repelling an Iranian attack. https://www.radiosvoboda.org/a/news-cameron-brytania-drony-ukraina-izrail/32906200.html

US Vice President Kamala Harris, during a personal meeting with Ukrainian President Volodymyr Zelensky on the sidelines of the Munich Security Conference in February, warned against attacking russian oil refineries. This tactic, according to American officials, could lead to an increase in global energy prices and provoke russia to even more aggressive behavior in Ukraine. However, Harris' words provoked an unexpected reaction from the Ukrainian leader: this request angered Zelenskyi and his colleagues, who considered it an intervention in a difficult war with a better-armed opponent.

According to The Washington Post, Zelensky, who was unsure whether the recommendation reflected the general view of the Biden administration, rejected it. But Washington soon reinforced that warning in numerous conversations with Kyiv, including through National Security Adviser Jake Sullivan, who visited Ukraine in March, and other senior US defense and intelligence officials.

But instead of tacitly acceding to U.S. requests, Ukraine doubled down on its strategy, striking a variety of russian targets, including an April 2 attack on russia's third-largest oil refinery 800 miles from its border.
