A strange story, considering that men are subject to forced mobilization only from the age of 25.

I was wrong. According to deputy Fyodor Venislavsky, the law specifically used constructions that ambiguously interpreted the status of such people. https://www.bbc.com/ukrainian/articles/c2qqe5w433ko

Considering that all contradictions are interpreted in favor of the state, and officials are not held responsible for breaking the law, we can conclude that only those men who are over 60 years old or are abroad can consider themselves safe.

But the state continues to strengthen the western border and it is possible that the new iron curtain will be stronger than the fortifications in the east. https://varta1.com.ua/news/u-prikordonniy-zoni-na-zakarpatti-vodiyam-zaboronili-zupinyati-avtomobili-na-uzbichchi-dorig_382158.html

Although not well received at the time, the phrase iron curtain gained popularity as a shorthand reference to the division of Europe as the Cold War progressed. The Iron Curtain served to keep people in, and information out. People throughout the West eventually came to accept and use the metaphor. https://en.wikipedia.org/wiki/Iron_Curtain

Switzerland and Ukraine, which hosted the Peace Summit on June 15-16, called the event a success, but admitted that the meeting is not the beginning of the peace process, but only helps create conditions for possible negotiations on the end of russia's war against Ukraine. The Swiss government said it was ready to facilitate further diplomatic efforts for peace, including a willingness to ensure that the russian president would not be arrested on a warrant issued by the International Criminal Court in March 2023. Switzerland, a member of the Rome Statute, is obliged to fulfill the order of the International Criminal Court against President pootin, in accordance with the case of the deportation of children to russia from the occupied Ukrainian territories. But in response to VOA's questions, Swiss Foreign Minister Ignatius Cassis said that even suspected war criminals could be granted immunity during the negotiations. https://www.holosameryky.com/a/shvejtsarija-peremovyny/7658805.html

In the new edition, the Procedure for the appointment and payment of one-time cash benefits for the death, disability or partial loss of working capacity of military personnel and police officers was laid out. With this document, the number of persons who can receive help from the government in the event of the death of a serviceman was increased: women or men who lived with a serviceman without registering a marriage; grandchildren of the fallen serviceman, if their parents are dead; children born after the death of a serviceman. In addition, the Ukrainian government announced the expansion of the criteria for cases where a one-time benefit is not paid. https://www.komersant.info/kabmin-rozshyryv-kolo-osib-iaki-mozhut-otrymaty-vyplaty-v-razi-zahybeli-viyskovoho/

The Italian government plans to provide Ukraine with a batch of long-range Storm Shadow cruise missiles as part of the ninth aid package, reports Il Fatto Quotidiano with reference to informed sources. https://www.ilfattoquotidiano.it/in-edicola/articoli/2024/06/18/usa-vertice-atlantista-nel-9-pacchetto-i-missili-a-lunga-gittata-per-kiev/7591093/

69 special vehicles of various purposes were handed over to Ukrainian rescuers from partners from Great Britain, the USA, Japan and Estonia.  It concerns 29 vehicles, including tankers, mobile control points, a pick-up truck and a ladder truck, received from the British public organization FireAID. The US Department of Atomic Energy handed over 10 radio-chemical reconnaissance vehicles.
Estonia handed over 9 minibuses that will be used as control points for drones and equipped with electronic warfare devices. The Japanese government sent 2 armored mechanized demining vehicles to the Ukrainian rescuers. Also, 17 tanker trucks and 2 fire truck ladders arrived from Japan, which were purchased with the funds of the general fund. https://mil.in.ua/uk/news/ukrayinskym-ryatuvalnykam-peredaly-69-spetsmashyn/

Director of the Department of Financial Stability of the National Bank of Ukraine, Pervin Dadashova, reported that the real incomes of the population of Ukraine are growing significantly due to higher salaries, pensions and lower inflation. She said this during the presentation of the "Financial Stability Report" at the NBU. The NBU noted that in 2024, the growth of real incomes of the population accelerated. Their main component - salaries - is growing, especially in the private sector. https://sud.ua/uk/news/ukraine/303701-realnye-dokhody-ukraintsev-bystro-rastut-v-nbu-nazvali-glavnye-faktory

This is really great, although unfortunately the exact numbers remain a mystery. I'll just repeat the old joke that the rich eat meat, and the poor eat bread, although according to statistics, everyone eats hamburgers. At least among my acquaintances there is not a single person whose income has increased. After all, I have no acquaintances among corrupt officials and authorities.

Changes in weather and magnetic storms knocked me off my feet again. Showers and strong winds look beautiful, but are poorly tolerated.

Missile attacks on the energy sector also continue and the situation is getting worse and worse. https://www.bbc.com/ukrainian/articles/cq55vw5w8r8o

The main problem in summer is the operation of refrigerators. You have to carefully check the products before purchasing and not store anything for a long time. Porridge, pasta and sausage with preservatives are the basis of nutrition.

The outlook in Ukraine is looking increasingly bleak given energy problems and the coming winter. There is talk that russia, if it is impossible to win with its existing forces, will use nuclear weapons. https://www.bbc.com/ukrainian/articles/cevv952q15jo They are also running out of resources, and defeat will mean the end for the regime. The Ukrainian authorities have the same perspective, so neither side takes into account the loss of people, which leads to the fact that more and more people are mobilized, but no one returns from the front.

It is obvious that Chinese support for russia will not stop, and pootin’s latest visits to the DPRK and Vietnam show that these countries can be used as hubs or parts of the production and logistics chain for the transit of military aid from China. Therefore, the West-East confrontation has already finally taken shape and the place where they measure their strength, unfortunately, will remain Ukraine for a long time. However, a possible peace conference, supposedly organized by China, is already being discussed.

My daughter graduated from school with honors and is preparing to enter the lyceum. My wife and daughter are planning to come for a week on Sunday. We have a joke that the only reason Ukrainians return to Ukraine is the dentist. They are going to come for this very purpose. Kate also needs an examination by an ophthalmologist and new glasses. I'll see them at the same time. More and more often I feel as if I am in prison. I take little comfort in knowing that millions of other men feel the same way.

Congratulations on Kate’s graduation from high school! Another milestone in successfully raising your children, no mean feat in this modern world of pernicious distractions every nanosecond. And, of course, the war and her being in Poland.

Thank you Bob!

This is the only, but the main achievement of my family. The children took the challenge seriously and understand very well what is happening. Every time my wife is disappointed in herself, I remind her that she is an excellent coach who confidently leads children to success and without her and her support this would be completely impossible.

russian President Vladimir pootin launched a major information operation during his recent visit to North Korea and Vietnam on June 18 and 19 aimed at sabotaging efforts by Ukraine's partners to clearly define a common strategic objective and strategy to decisively defeat russia’s illegal war of conquest in Ukraine.

pootin implicitly threatened to use nuclear weapons if the West enables Ukraine to decisively defeat russia in order to undermine the international community's cohering strategic vision of support for Ukraine.

russian forces used the new FAB-3000 M-54 bomb with a unified planning and correction module (UMPC) to strike Ukrainian positions in Kharkiv Oblast for the first time, representing a new russian capability with a high potential for destruction if russian forces continue to be able to use such weapons uninhibited.

US policy still prohibits Ukrainian forces from striking military targets with US-provided weapons in the operational and deep rear of russian territory.
https://www.understandingwar.org/backgrounder/russian-offensive-campaign-assessment-june-20-2024

According to my own information, the russians have again brought a large number of armored vehicles and missiles to the front line in the east. On the other hand, more people have already been mobilized in Ukraine than there are weapons. I expect a big meat grinder in the near future, after which the parties will assess the situation and adjust the strategy.

Also, almost every day, russian combined attacks with drones and missiles damage more and more energy facilities throughout Ukraine, which shifts the balance in favor of russia faster than sanctions against it in favor of the West. The bombing of Kharkiv continues every day. My friend who lives there has already completely lost his optimism.

On one forum, I saw an announcement about the exchange of a certificate for the restoration of damaged housing for already existing housing in a private manner, and not in the procedure prescribed by law, by investing in the construction in the future with a developer selected by the state. Therefore, if the procedure proposed by the state does not work, semi-legal schemes will begin to function, which significantly increases the risks for people.

A separate topic is political risk insurance, which is the subject of interest for legal advisors.

In such volatile environment, political risk insurance (PRI) emerges as a crucial tool in this regard, providing coverage for property damage, investment losses, and more. It not only offers financial protection to foreign investment in Ukraine. It also boosts investor confidence and facilitates economic recovery of Ukraine.

Insurance of political risks plays several key roles. Firstly, it acts as a financial shield against destruction of assets and loss of investments due to war and other related risks. This type of insurance is aimed to cover risks that are typically excluded from standard insurance policies, thus filling a critical gap in the protection available to companies in conflict zones. Secondly, this kind of insurance helps improve the overall risk profile of insured businesses, making it easier for them to access third-party financing. Investors are more likely to commit funds to projects in Ukraine if they have the assurance that their investments are protected despite the war.

Ukrainian insurance market has so far been able to offer limited PRI, primarily due to the fact that this type of insurance has only recently begun to develop. Despite the growing demand, the present political uncertainty due to the full-scale war and the lack of a long-standing established legal framework have created obstacles to active growth of this insurance sector.

The biggest challenges for the Ukrainian PRI market include:

- Actual occurrence of political risks, which makes insurers hesitant to provide coverage against the risks that have already occurred. A suitable solution to this problem is being elaborated by USAID and other interested parties.
- High insurance costs due to the elevated risks involved make it unaffordable for some companies. Moreover, PRI policies often contain exclusions that limit their applicability in specific situations, such as occupation or annexation of territories.
- Effective risk assessment is also challenging, especially in war-torn regions. Insurers need to evaluate, which regions are relatively secure, and which are prone to ongoing dangers like shelling and occupation. However, the dynamic nature of war makes this task particularly difficult and requires changes in risk assessment methodology.
- Assessment of property damage during war presents another problem. Traditional assessment methods are often inadequate in conflict zones, where access to affected areas can be restricted or dangerous.
- Process of confirming insurance claims and collecting evidence is complicated due to the ongoing war.

But there are also successful PRI Cases in Ukraine.

My wife and daughter arrived normally and found me sick. It's probably some kind of virus that's making me cough, have chest pains, and have trouble sleeping because of it. We bought new glasses for our daughter and she is scheduled to visit the dentist. Medical services in Ukraine are three times cheaper and of better quality.

She is a little bored when there is no electricity for 5-6 hours in a row, however, in the next few years she is serious about getting an education in Poland and we need to think about how to provide this for her. Graduating from school with honors gives her the opportunity to choose the best lyceums, and she applied to one of them.

Due to the explosion of a home-made battery, another apartment near Kyiv burned down, and this is becoming a real danger. And it is not yet winter when people will solve the issue of heating with self-made stoves. https://focus.ua/uk/ukraine/653790-pid-kiyevom-progrimiv-vibuh-cherez-akumulyator-povnistyu-zgorila-kvartira-foto-video

Glad your wife & daughter arrived safely Wlad.  Hopefully whatever kind of crud (sickness) will end and you feel better soon.

I had to research the word "lyceums" to learn what it is.  This isn't a word I have ever heard spoken nor written until today.  So keeping in tough with you always teaches me new things.

Today I met my friend in his town, not very far from my town.  We enjoyed breakfast and catching up on our situations.  We both agreed that money here has much less value than it did just five years ago.  He also believes in big foot and that makes me laugh.  I'm glad that he is my friend.  We raised a young lad together back in the 1990's.  The lad's father was a junky and his mother moved here to start a new life with her two little boys.  Now the lad is a father, great job, wonderful wife and a boy and girl.  I'm so proud of him!

After breakfast, I decided to go and look at the local golf course.  I've been here almost 40 years and never seen the place.  I parked my car and looked out over the greens.  Then I hear something, turn and see a bag of golf clubs moving all by itself...  ??  ..  Then a guy appears behind this self rolling thing.  Then another bag of clubs is following him too!  They are some kind of robot!  I guess that's the new thing in golf, no more human caddies.  huhhhh

I am so happy that your daughter has done so well.  Both your kids are lucky to have you and your bride's guidance.  Now if the war would end so you can be together again.

Best wishes for a speedy recovery of your health!

Thank you Braden!

I don't have a fever, but my nose is wet and red and I'm constantly coughing. I hope it will be over soon, although I am only treating it with tea. At least I heard that this is how they are usually treated in Europe)

I hope my wife and daughter will not get infected from me.

Thank you Jaye!

In fact, many Polish words have already entered our language. Lyceums are a common form of educational institutions in Europe, although each country has unique things in education and society.

Thanks for the interesting story! Kate and I also discussed how difficult it is to find friends. She no longer communicates with anyone in Ukraine and has only one friend in Poland, who lived in Canada for some time after leaving Ukraine in 2022 and improved her English there. She said that immersing herself in studies was a way to occupy herself and not think about it. Learning English had a great impact on Kate, opening up new horizons. I think the lyceum will be much more interesting for her than in previous school and she will be able to find new friends there. Also, she and Seva are still worried about studies and exams, but they are already confident enough and understand how much depends on them, and not only on circumstances. At least they are very young and energetic and if they want to, they can achieve much more than if they stayed in Ukraine.

Long-term power outages and the use of generators make life more expensive and doing business difficult. Therefore, I have more and more doubts about private investment and development in the short term for objective reasons.

Chairman of the Verkhovna Rada Committee on Finance and Tax Policy, Danylo Hetmantsev, provided interesting figures that show the state of Ukraine's economy.

According to him, 71% of business entities were profitable, earning a total of 33.5 billion dollars, while 29% of enterprises suffered losses in the amount of 12 billion dollars.

More than 40% of the total profit was provided by financial and insurance activities, mainly the banking sector.

The level of losses in different sectors:
in the field of culture, sports and entertainment - 41.4% of all enterprises;
real estate transactions – 39.6%;
education – 36.8%;
hotel and restaurant sector – 36.2%;
professional and scientific and technical sphere - 32.5%;
IT – 31.3%;
construction - 31%.

It seems that the war in Ukraine has forced the authorities of many countries to reconsider the state of affairs and their defense strategy. It also becomes the subject of pre-election discussions.

Britain’s armed forces need more money not untrained teenage volunteers, former military leaders and Tory figures have said in a new blow to the Conservatives’ faltering election campaign. Within hours of being announced, Rishi Sunak’s election pledge to bring back military service for 18-year-olds was rubbished by army chiefs and a former Conservative defence secretary. https://www.theguardian.com/politics/article/2024/may/26/rishi-sunaks-national-service-pledge-is-bonkers-says-ex-military-chief

But in this case, I think that the main thing is not about defense capability, but money. Moreover, as Ukraine's experience shows, the next government can continue to act like its predecessors immediately after the elections, repeating the theses and arguments of former opponents.

On Tuesday, June 25, the Kyiv Pecherskyi District Court chose a preventive measure against MP Mykola Tyshchenko, who is suspected of illegally depriving a former military serviceman of his freedom in Dnipro. According to the court's decision, he must be under 24-hour house arrest for the next 60 days. https://suspilne.media/776315-nardepu-tisenku-obiraut-zapobiznij-zahid/

A very strange story with this friend of Yermak, and some even suggest that the purpose of this information surge is to hide yet another loss of positions in the east, diverting people's attention from real problems.

Perhaps this was also the reason for the dismissal of the commander of the Eastern Front, General Yurii Sodol. https://www.bbc.com/ukrainian/articles/c3gg9v3vg02o
He is also a very controversial person who was appointed not so long ago during the replacement of General Zaluzhny's command. I will not be surprised if the current Commander-in-Chief Syrsky is dismissed after another series of failures. As they say in russia - the tzar is good, the boyars are bad, when the tzar was ordered the execution of subordinates, blaming them for his mistakes and failures. https://en.wikipedia.org/wiki/Boyar

People's deputy Andriy Osadchuk said that the parliament granted mobilization centers "a lot of powers." Article 3 of the Constitution, which deals with the value of life and human dignity in the country, may need to be printed and hung on the wall in each mobilization center.

Not a single representative of the mobilization center or the Ministry of Defense came to the meeting of the Verkhovna Rada, which was supposed to consider alleged cases of violations in the mobilization process. People's deputy (Voice), first deputy chairman of the Verkhovna Rada committee on law enforcement Andriy Osadchuk told about this on Radio Svoboda.

According to him, the meeting planned to comprehensively consider scandalous cases with possible violations of human rights in the work of mobilization centers, which the public learned about. https://focus.ua/uk/voennye-novosti/651019-porushennya-z-boku-tck-predstavniki-minoboroni-ne-prijshli-na-zasidannya-v-radu-nardep

The deputy in the Verkhovna Rada spoke about tens of thousands of cases of violations by mobilization centers and asked the ombudsman what is being done in this direction, who answered that he receives about 150 such appeals every day. This is about 50,000 per year. And how many complaints are received by courts and law enforcement agencies?

I watched the round table on ensuring respect for human rights under martial law where my colleagues shared their recent experiences.
https://www.youtube.com/watch?v=abU5ld2pl_8

They confirm a large number of violations of procedures and complete irresponsibility. Moreover, a lawyer who does not have documents exempting him from military service may be mobilized to make his work impossible and as a means of influencing him. The right to defense is an integral part of the right to a fair trial without which the rule of law is impossible.

But the situation is made much worse by the fact that a person who was illegally mobilized or a medical opinion on fitness for service is contested, is also limited in access to justice. On the one hand, he cannot physically go to court while in the army, where he is immediately sent, and on the other hand, statistics were cited that, for example, in one of the district courts of Kyiv in 2023, there were only 19 judges, who on average had to consider more than 4,000 cases every. Due to the increase in cases of violations of rights and the increase in the amount of fines, the number of lawsuits will increase many times, which will lead to a collapse in the courts.

Also, any case lost in court due to non-compliance by state representatives with the procedure will result in the imposition of costs related to the consideration of the case, which will cause financial losses to the state. That is, the state spends money on the maintenance of its employees who break the law, which leads to the illegal mobilization of the unfit, on whom money is also spent without the desired effect, who complain to a court funded by the state, which also has to reimburse all related costs. The state also loses such soldiers. Can someone explain what is the meaning of this for the state?

Again, the problem of the fact that the number of conflicts is increasing due to the fact that soldiers with PTSD are hunting people, instead of being treated, was discussed. Add to this the lack of knowledge or ignorance of the law on both sides and the general low level of legal culture of the population and you see the Soviet Union at its worst. Of course, people refuse to obey laws when they see that the government itself is not going to obey them. It destroys social order.

Obviously such "mobilization" achieves the opposite effect - the sick and those who do not want to fight are sent to the front, which reduces the country's defense capability. As representatives of medical commissions say informally, after a large number of forged documents were issued to healthy people for bribes, they cannot recognize patients as sick, as this immediately attracts the attention of law enforcement agencies, which consider each such document suspicious. It is easier for them to recognize a sick person as healthy and send them to the front, from which they will not return, than to prove to the law enforcement officers that they have acted according to the law. As I have already said, the appeal of illegal actions does not stop the mobilization.

The main argument of the government and its supporters, which justify all this, is that human rights are suspended due to exceptional circumstances. Due to the same exceptional circumstances, democracy in general is also on pause due to the absence of elections. Due to these same exceptional circumstances, people have been turned into lawless slaves. It seems that war can justify everything.

Today is the day of the Constitution of Ukraine, but I would rather call it a memorial service, because the authorities raped and killed most of the rights and freedoms enshrined in it. I am reminded of the USSR (Stalin) Constitution of 1936, which enshrined rights and freedoms that were never implemented, and people were killed by the millions in camps in Siberia...

It has been a week of intense heat, but power outages remain at the same level - about 9 hours a day in Kyiv. Air attacks continue and yesterday another infrastructure facility was damaged in Vilnansk in the southeast https://www.bbc.com/ukrainian/articles/c4ngl485wpgo and apartment building in Dnipro https://24tv.ua/vnaslidok-udaru-po-dnipru-ye-zagibliy-poraneni-zhertv-mozhe-buti_n2585982

Due to significant russian shelling of the Burshtyn thermal power station, it is not subject to restoration. Due to the destruction of the power plant, the city of Burshtyn may be left without heat and hot water in winter. https://galka.if.ua/burshtynska-tes-ne-pidliahaie-vidnovlenniu-holova-ova-onyshchuk/

Oleh Popenko, the head of the Union of Utilities Consumers, noted that the USAID agency handed Ukraine 96 cogeneration plants of 55 MW for 32 cities and three universities, but only one of them was installed in Zhytomyr. https://espreso.tv/ekonomika-tilki-odna-z-96-ustanovok-dlya-zabezpechennya-elektroenergii-ta-tepla-vid-usaid-bula-vstanovlena-golova-spilki-spozhivachiv-komunalnikh-poslug

The war in Ukraine again and again raises questions about the readiness of European countries and their armies to participate in a possible war, as discussed by different people. For example, Sandor Fabian writes that Europe drew the wrong conclusions from the consequences of the war in Ukraine: European countries sit at a historical turning point, one that potentially affects their long-term national survival. The existential-level shock that many suggest is a necessary condition for groundbreaking changes has been delivered to them by the Russian attack on Ukraine. All of them responded with more and faster investment in their national defense. Unfortunately, too many have been pursuing misguided responses to this shock and continue investing in poorly suited and even meaningless capabilities based on the continued illusions about the conduct of conventional war. Observations from the war in Ukraine point toward a need for a complete paradigm shift. A theory of war that works for one country and in one time may prove to be wholly inapplicable to other countries in a different time. When that happens, leaders must be prepared to modify or even abandon that theory of war. European countries should completely redesign their national defense approaches based on the realities of the twenty-first-century battlefield.
